Purpose: This memorandum of understanding describes the relationship and working agreements between the San Diego Yacht Club Amateur Radio Group (ARG) and the Coronado Emergency Radio Operators (CERO). Both ARG and CERO have been organized to provide communication during disasters and emergencies and backup communication to agencies such as the Harbor Police, the County Office of Disaster Preparedness, the Red Cross, the Coast Guard, or other agencies needing emergency communication support.
Coordination: ARG and CERO shall work jointly to coordinate working arrangements with outside disaster and emergency agencies. Wherever possible, meetings and communication with these agencies shall be conducted jointly. Also, it shall be impressed upon these agencies that ARG and CERO are working together closely to support disaster and emergency communication requirements.
Membership: Both ARG and CERO have separate rosters of members. However, in order to facilitate cooperation during disasters and emergencies, each group will provide copies of its roster to the other, with the understanding that both rosters are considered private and will not be publicized outside of either organization, except as required during emergencies. In addition, each group will provide newsletters and appropriate internal information to the other.
Officers: Both ARG and CERO shall elect and/or appoint officers appropriate for their organizations. In addition, each group shall elect or appoint one member, plus an alternate, to be the point of contact for communication between the two groups and between both groups and outside government and/or disaster agencies, such as those listed above.
Authority: ARG and CERO have the authority and responsibility to inform each other and outside disaster and emergency agencies of the current authority and the points of contact for communication support when needed during emergencies.
Support: Upon request from an outside disaster and emergency organization for communication support, ARG and CERO shall organize and manage support from either or both organizations, as needed. Every effort shall be made at all times to assure that both groups and outside agencies are kept aware of the communication channels and procedures in use.
Training and Practice Drills: Both ARG and CERO shall organize and run practice emergency drills at least quarterly. Wherever possible, practice drills shall be organized and run jointly, to enhance the capability of ARG and CERO to work together smoothly. Training sessions in preparation for emergency drills shall be conducted jointly. Weekly network radio sessions, currently conducted by CERO, may be joined when appropriate and possible by ARG members. In addition, ARG may initiate network sessions to enhance the operational capabilities of its members.
Technical: Technical information concerning the operation and improvement of the communication equipment operated by ARG and CERO shall be shared and exchanged freely. Both groups shall endeavor to keep their equipment in optimum condition at all times for use during emergencies.
